Developers behind West Palm Beach’s Nora District are moving into the next phase of the project, proposing more than 1,000 apartments and condominiums across five residential buildings. The plan would transform a formerly blighted industrial area into a dense downtown-style neighborhood, building on the momentum of the district’s newly opened shops and restaurants.
